According to the police complaint, Noem had placed her Louis Vuitton Clemence shoulder bag—worth an eye-watering $4,400—on the floor next to her chair, unaware that the bag’s contents, including more than $3,000 in cash, her government credentials (driver’s license, passport, and DHS badge), and apartment keys, would become the target of a meticulously planned crime.
